It's the same every year, the nice weather comes, people use The Green for the purpose it was given to the community - recreation - and we have to all endure days of over-flowing rubbish bins and the the litter finds its way onto our properties as a result. This issue is raised every year with Castle Bromwich Parish Council who are responsible for maintaining and emptying the bins, but so far they have failed to resolve the issue.

I have heard many complaints about thoughtless littering by the public and youths, and this does of course happen, but our public services must also play their part. A walk on the Green at the weekend and today saw litter bins over flowing with bags where people had responsibly tried to dispose of waste piled up beside them.

When will Castle Bromwich Parish Council take on the responsibility of ensuring that the waste bins are emptied regularly? Our precept is one of the highest in Solihull with less than most  to show for it. Cost or lack of resources is not an acceptable excuse for failing to empty waste and dog litter bins when full, it's both unsightly and a potential health hazard. The Parish Council needs to get a grip and provide the services it charges the precept for. The Green should be the pride of Castle Bromwich, at the moment it is an embarassment. It is a scandal that Castle Bromwich residents are paying for a service which they don't receive.

I'm happy to  report that Castle Bromwich Parish Council have emptied the bins on the Green. However, I'm a little perplexed at their solution to the problem as it would seem that they have invented some  complex new game of Shuffle the Bin Bagss and Rubbish. What did they do with the rubbish from the bins? They moved them to a wheelie bin on the Green and when this was crammed full piled them up on the ground beside it so now rubbish is spilling out from the bags back onto the Green.




Am I alone in thinking this is unacceptable? This rubbish has been on the Green since Saturday at least. Would you like to live opposite this? Whatever happened to providing a high quality environment where people can live and work?

For all the short comings of Castle Bromwich Parish Council, I do not see this litter problem as being their sole  responsibiltiy.

I see it as the job of the Solihull Metropolitan Borough Council.

After all, one cannot phone Arden Hall after 1.30 pm, because no one is there to answer the phone, and the doors are closed.

Parish Councillors are all part time volunteers.

One needs to contact the main council offices, in Solihull, complain, and see what happens next, with the "Flying Squad" of street cleaners.

Then, if satisfaction is not forthcoming, make a point at the Parish Council meetings, (last Wednesday in the month).

We do however, have a growing problem with "fly tipping", in our Parish.

One wonders if the ban by Birmingham Council, on Solihull residents using Tamar Drive  recycling centre,, has something to do with it.

So, witnessing fly tipping, ignoring the issue, makes us as guilty as the culprit.

You pay your community charge......you want service.......phone SMBC.

Unfortunately, the responsibility for emptying the bins and removing rubbish on the Green is down to Castle Bromwich Parish Council. The Parish Council accepts this and part of the precept is used for this purpose. Litter on land not owned by the Parish Council is the responsibility of Solihull, but not on land owned by CBPC. This situation isn't flytipping - these bags are rubbish that residents have put in the bins (or when nims are full in bags by the bins) and which the Parish Council has failed to remove. The amount of rubbish that has accumulated is because during the warm weather residents are using the Green to socialise and the bins are filled with the wrappers from their sweets, ice-creams and drink bottles and cans. I agree however that litter is a problem generally including on the Green and that we are all responsible for it.

Living in sight of Castle Bromwich Green I agree this rubbish is an eyesore.


However, I don't believe that all the blame can be laid at the Parish Council's door. Furthermore I don't believe all the rubbish comes from people enjoying the green for recreation purposes. It's my belief that the black bags are dumped there by flytippers. The same problem occurs with the waste bins outside the shops at 202 & 204/206 Bradford Road occasionally


Some years ago the flytipping group on Solihull Council inspected the black bags there and identified the person responsible. It stopped it at once but has started up again occasionally in recent times.
